The Legislative Centre was founded in 2015 and its mission is to increase Public Policy and legislative knowledge in Kenya by providing top quality legislative training, advocacy and research services to its diverse clientele. The Legislative Centre comprises a team of highly qualified professionals who are committed to fulfilling the clients’ needs above and beyond expectations. Furthermore, the center possesses a pool of experts in public policy related fields of study that are vital in meeting the training and research needs of our clients.

The legislative Centre has been working in the legislative field for over four years. During this time the consultancy has been able to build capacity of several County Assemblies in the areas of parliamentary practice and has produced knowledge documents (legislative manuals, guides and reports) for the advancement of an effective legislative landscape in Kenya.

Parliamentary Practice and Procedure

All legislative institutions need clearly recognized processes for the transaction of their business.

For County Assemblies, embodying conflicting political elements, combating parties and competing individuals, agreed procedures are essential for the orderly conduct of proceedings.

Budget Making And Analysis

Through the Government budgets, the National/County Executive and National/County Assembly outline their policy intentions and the resources they intend to use to implement them. Increasing demands for democracy and good governance and effective devolution require, inter alia, that Members of National/County Assembly play a more active role in the budgetary process.

Legislative Drafting


.A good piece of legislation, is like a good sentence; or a good piece of music. Everybody can recognize it. They say, ‘Huh. It works. It makes sense’. The legislative drafter is tasked with transforming government policy into written law, but also to ensure that legislation is clearly understandable to those affected by it. Achieving both can be challenging as government policy often involves complex issues that are difficult to convey in everyday language

Policy analysis is the process of assessing and deciding among, alternatives based on their usefulness in satisfying one or more goals or values.

Generally, the policy recommendation is made by one person, a decision is made by another entity, and enforcement of the policy actually chosen is left to yet a third person or group.

Legislative Emergency Preparedness & Response Policy

Until recently, Legislatures, traditional in their character and operations, had never imagined a situation in which operations would nearly grind to a halt.

Yet, that is exactly what happened around March, 2020 with the spread of COVID-19 to Kenya. Unprepared as Kenyan legislatures were, operations had to continue, in keeping with the Ministry of Health COVID-19 Protocols and requirements.

FREQUENTLY ASKED QUESTIONS

A motion is a proposal by a Member or a party that the Assembly do something, order something to be done or express an opinion with regard to some matter. 

It may, however, also be a proposal that the Assembly discuss some matter.

It is a Draft Bill, awaiting or undergoing pre-publication scrutiny, not yet published.
